ITANAGAR, Sept 10: With the Supreme Court setting a deadline for completing trial
in cases involving lawmakers, Law Ministry has written to High Courts recently requesting
them to ensure that cases against MPs and MLAs facing charges which attract disqualification
are fast-
It is assumed that in coming days the infamous 1000 crore PDS scandal of Arunachal, which is currently undergoing trial at Lakhimpur court will see some action soon as a result of this new directive.

It is pertinent to be noted that cases against MPs and MLAs which attract disqualification under Section 8(1), 8(2) and 8(3) of the Representation of the People’s Act need to be completed within one year of framing charges as per a March 10 directive of the Supreme Court of India.
Any sentence which attracts punishment of two years and above can lead to disqualification from Parliament or state legislature.
Rs 5300 Cr telecom infra project for NE cleared
New Delhi, Sept 10: Government today approved an over Rs 5,300 crore project to boost telecom infrastructure and connectivity in the North East Region.
"The Union Cabinet chaired by the Prime Minister, Narendra Modi, today gave its
approval for implementing a Comprehensive Telecom Development Plan for the North-
The project envisages providing 2G mobile coverage in identified uncovered areas and seamless mobile coverage along National Highways in the North East Region.
At present, there are 43,200 villages in this region out of which 9,190 (21 per cent) of the villages are not connected to any mobile network. Under this project, Cabinet has approved covering 8,621 villages by installing 6,673 towers.
The project will also give seamless connectivity to national highways through 321 mobile towers.
The plan will be funded from the Universal Service Obligation Fund (USOF) in which all telecom operators contribute a part of revenue earned from telephone calls.
The fund is used for boosting telecom infrastructure in rural areas.
The government is likely to float tenders to involve telecom companies in the project.
The USOF would fund capital and operational expenditure net of revenue for a period of 5 years.
The project is aimed to increase the reliability of district and state headquarters connectivity by providing alternative optical fibre connectivity. PTI

ITANAGAR, Sept 10: Politicians trying to become "executors" and even contractors could be a key reason behind the increasing urban mess in our cities and towns, feels urban development and housing minister Venkaiah Naidu. He was speaking yesterday after releasing a book titled 'India's Urban Confusion: Challenges and Strategies' edited by former UD secretary Ramachandran at New Delhi.
Naidu’s statement hold true for the state of Arunachal. Majority of the politicians including sitting MLAs and ministers are contractors. Many of them are operating in disguise using their family member’s firm. Conflict of interest arises when ‘netas’ starts acting as contractors. The duty of politicians is to frame policies and plan new projects.
“Most of the Arunachalee politicians are contractors in reality. They are least bothered about development of state. Like any other businessmen for them earning profit is more important than ensuring development. During the time of tender process, they put immense pressure on us to award contract work to the firm of their choice,” shared one government officer. Today most of the major infrastructure projects of state including civil secretariat, assembly building, convention centre (IG Park) and new MLA hostel at Chimpu are lagging way behind the scheduled time. While some of them are being executed by firm belonging to the MLAs, others have the backing of politicians.
Chief Minister Nabam Tuki recently visited some of the above mentioned project sites and expressed deep concern over delay in execution of the projects.

Stop opium cultivation or face action, warns DC
YINGKIONG, Sept 10: Upper Siang Deputy Commissioner Dr. Tariq Thomas has asked the opium cultivators of the district, particularly of Mariyang, Mopom and Katan area to stop cultivation of opium.
Opium farmers usually sow opium during September and October which has prompted the DC to issue the warning.
Addressing a coordination meeting of Gaon burahs, PRI members, Govt officers and NGOs of Upper Siang district here on Sept 8, Thomas asked all Gaon Buras, PRI members to pass this message to the opium cultivators of their respective villages and warned that they should stop cultivation before the district administration and police authority take any serious decision against them as per law.
Psychiatrists Dr. Karo Tang and Dr. Patuk explained the ill effects of drug while Ote Darin DAO and N. Singh HDO spoke on alternative scheme against opium and bhang cultivation.

ITANAGAR, Sept 10: In a rare incident of cruelty against domestic animals, miscreants chopped off the rear legs of a cow at NH52, Sawmill area, Pasighat and took away the legs recently. There were two unborn cubs in the belly of the unfortunate cow.
Acting on a complaint received from the owner of the cow Ojing Panggeng and ASM Deni Tamuk, the Pasighat police arrested two persons. They were identified as Lichok Kamchak, 19, Kamchak village, Likhabali West Siang district and Sonelum Ngadong, 22, Supliyang village, Hayuliang, Anjaw District, informed Pasighat PS OC Nikon Riba.
Meanwhile, a case has been registered at Pasighat Police Station under section 103/14 U/S 429/34 IPC in this regard.
Five such cases have been registered under this PS earlier and two incidents occurred within this month, the OC further informed.
Public demand more ATM booths in U/Subansiri

DAPORIJO, Sept 10: The people of Upper Subansiri district have been facing myriads of problems for years but most of their burning issues remained unattended even after they made several representations to the authorities concerned.
One of such problems people here have been facing is insufficient ATM booths. People have to stand in queue for more than half an hour to withdraw money from the lone ATM set up by State Bank of India. Sometimes they have to return empty handed after standing in a long queue for a long time.
“It is better and less time consuming to withdraw money directly from the bank counter
than going to the ATM,” one of the costumers said out of frustration, who was standing

As per rough estimation, over 500 customers from all over the district, including Army and ITBP personnel, come to the ATM everyday to withdraw money.
Besides insufficient ATM facility people here have also been suffering a lot from erratic telephone service provided by Bharat Sanchar Nigam Limited (BSNL).
“Neither any organization, students union, NGO, nor politicians, bureaucrats have ever come forward to solve these common problems. Instead, they keep themselves busy making issues out of non issue and criticizing each other’s works” said a citizen.
TEZU, Sept 10: During the Governing Body Meeting of the DRDA, the Panchayat leaders expressed their distress on not being informed on various schemes undertaken in the district. It was decided that the DRDA, Tezu will discuss with the concern Panchayat leaders in the matters relating to schemes and programmes falling under their respective panchayats for transparency and better result.
MP Ninong Ering asked the Panchayat leaders to cooperate with DRDA for proper and successful implementation of DRDA schemes in their district.

ROING, Sept 10: Lower Dibang Valley District Deputy Commissioner Shiv Kumar emphasized on computerization of Arms License in the district. He directed all the Circle Officers to make physical verification of the Arms License holders in their respective jurisdiction and submit the report to the DC Office within a period of one month.

District level monitoring committee meeting held
ZIRO, Sept 11: The District Level Monitoring Committee meeting of Lower Subansiri district was held on September 9 at Ziro under the chairmanship of Deputy Commissioner Krishna Mohan Uppu.
During the meeting, all the head of departments presented projects status of their respective departments. Chairing the meeting, Uppu said that the tax deduction at source should be strictly followed by all the works departments for all schemes before payment for works in order to augment government revenue. He also requested all the works executing departments to obtain the NoCs from people voluntarily donating their land for construction of any government infrastructure to avoid any future legal complications.
The external services like water and electricity connection should be executed through concern departments only to ensure quality of work. He also said that negligence on the part of the officers while executing works shall not be tolerated at any cost.

Instruction to medical practitioners
ITANAGAR, Sep 10: The state health department has instructed all practicing physicians to strictly follow Professional Conduct Etiquette and Ethics prescribed by Medical Council of India.
The health department will initiate stringent action against those medical practitioners against whom any complaint of accepting commission and cuts, unnecessary investigation, illegal abortions, nexus with the drug companies are received, according to a release issued by the director of health services.
37 ILP defaulters identified
YUPIA Sept 10: Altogether 37 ILP defaulters were identified in an ILP checking drive at Sopo and Jampa under Doimukh administrative circle by CO Doimukh and CO Gumto along with police personnel, ASM and GB today.
Meanwhile, the authority has initiated necessary action against the defaulters as per the provisions of BEFR Act 1873. The drive was conducted in order to check the illegal entry of persons without valid ILP and to curb the present law and order situation. DIPRO
DC clarifies
ITANAGAR, Sept 10: The Capital Complex Deputy Commissioner today clarified that no taxes or revenues from market areas in the capital region are collected by him.
The Deputy Commissioner was reacting to the news item published in a section of local dailies recently stating that the DC was collecting revenue from the traders, therefore, he should take responsibility of garbage management in market areas. Terming the allegations false, fabricated, defamatory and without an iota of truth, the Deputy Commissioner further clarified that all taxes and revenue for issue of trading licenses and its fees for renewal are deposited directly by the license holder through treasury challan under Account Head No. “0070” OAS. The prescribed fees for registration of NGOs/Societies under market area are also deposited directly to Registrar of Societies, GoAP and same procedure is also followed for depositing renewal fees of such NGOs or Societies, he added.

While condemning the vandalization of Kaying Police Station AdiSU criticized the Central Solung Festival Celebration Committee, Kaying for their inaction to safeguard the Solung sanctity.

IAMD appeals not to politicize

ITANAGAR, Sept 10: The Intellectual Activist Movement of Dumporijo (IAMD) has appealed all not to politicize the move of a section of people to convert the inspection bungalow at Dumporijo as the office of the MLA.
While observing the claim and counterclaims of All Tagin Youth Organization (ATYO) and Dumporijo Constituency People’s Welfare Society (DCPWS) over the issue, IAMD sought clarification from the district administration whether the move to convert the inspection bungalow into office of the MLA is legal and officially acceptable. IAMD criticized the Dumporijo ADC for remaining silent over the controversy and sought clarification from him in this regard.
Quoting PWD Dumporijo division sources IAMD claimed that neither ‘NOC’ nor official work order has been issued to carry out repairing and maintenance of the IB for MLA office.
It appealed to the local MLA and both the parties to sort out their differences amicably.
Further, IAMD requested the MLA to post a circle officer for Gusar circle as soon as possible.

Let the teachers serve
Dear Editor,
Through your esteemed daily, I would like to highlight the pain and agony being faced by the SSA teachers working under Kurung Kumey District on account of frequent transfer and posting even in mid academic session.
Some of the teachers are being transferred 2-
The transfer and posting in the middle of the session also hampers the academic atmosphere of the school and the students’ concern and cause mental harassment to the working SSA teachers of the district.
Beside this, it has been seen that the monthly salary of SSA teachers are being deducted
wilful and on unknown ground with amount ranging from Rs. 200/-
After doing our duty smoothly and sincerely, we do not get full payment which is a curtailment of the legitimate rights of the SSA teacher.
As per Recruitment Rule 2010 part-
Therefore, it is high time to intervene in the matter by the concern Education head of the state government so that the faithful and sincere SSA teachers of Kurung Kumey District are not harassed on the pretext of frequent transfers and posting which ultimately hampers the education scenario of the district.
Further, the SSA teachers should be posted in their home block as per SSA guidelines in order to avoid unnecessary accommodation problems and irregularity of payment with immediate effect.
As of now many SSA teachers are serving away from their home block in remote and inaccessible areas of Kurung Kumey District.

We know that Education subject is not taught at School and it starts only at College level. In order to know the basic concept of Education subject, we have to prepare ourselves from School level.
