Bad days ahead for PDS accused

ITANAGAR, Sept 10: With the Supreme Court setting a deadline for completing trial in cases involving lawmakers, Law Ministry has written to High Courts recently requesting them to ensure that cases against MPs and MLAs facing charges which attract disqualification are fast-tracked.

It is assumed that in coming days the infamous 1000 crore PDS scandal of Arunachal, which is currently undergoing trial at Lakhimpur court will see some action soon as a result of this new directive.

Many sitting MLAs, parliamentary secretaries, former MLAs and their extended family members have been charge-sheeted in the case. PDS scam is considered to be the biggest scandal to have rocked the state of Arunachal Pradesh.

It is pertinent to be noted that cases against MPs and MLAs which attract disqualification under Section 8(1), 8(2) and 8(3) of the Representation of the People’s Act need to be completed within one year of framing charges as per a March 10 directive of the Supreme Court of India.

Any sentence which attracts punishment of two years and above can lead to disqualification from Parliament or state legislature.

 

 

Rs 5300 Cr telecom infra project for NE cleared

New Delhi, Sept 10: Government today approved an over Rs 5,300 crore project to boost telecom infrastructure and connectivity in the North East Region.

"The Union Cabinet chaired by the Prime Minister,  Narendra Modi, today gave its approval for implementing a Comprehensive Telecom Development Plan for the North-Eastern Region (NER). The proposal entails an estimated expenditure of Rs. 5,336.18 crore (inclusive of all applicable taxes except octroi and local taxes)," an official statement said.

The project envisages providing 2G mobile coverage in identified uncovered areas and seamless mobile coverage along National Highways in the North East Region.

At present, there are 43,200 villages in this region out of which 9,190 (21 per cent) of the villages are not connected to any mobile network. Under this project, Cabinet has approved covering 8,621 villages by installing 6,673 towers.

The project will also give seamless connectivity to national highways through 321 mobile towers.

The plan will be funded from the Universal Service Obligation Fund (USOF) in which all telecom operators contribute a part of revenue earned from telephone calls.

The fund is used for boosting telecom infrastructure in rural areas.

The government is likely to float tenders to involve telecom companies in the project.

The USOF would fund capital and operational expenditure net of revenue for a period of 5 years.

The project is aimed to increase the reliability of district and state headquarters connectivity by providing alternative optical fibre connectivity. PTI

 

 

Politician-contractor nexus root cause of underdevelopment

ITANAGAR, Sept 10: Politicians trying to become "executors" and even contractors could be a key reason behind the increasing urban mess in our cities and towns, feels urban development and housing minister Venkaiah Naidu. He was speaking yesterday after releasing a book titled 'India's Urban Confusion: Challenges and Strategies' edited by former UD secretary Ramachandran at New Delhi.

Naidu’s statement hold true for the state of Arunachal. Majority of the politicians including sitting MLAs and ministers are contractors. Many of them are operating in disguise using their family member’s firm. Conflict of interest arises when ‘netas’ starts acting as contractors. The duty of politicians is to frame policies and plan new projects.

“Most of the Arunachalee politicians are contractors in reality. They are least bothered about development of state. Like any other businessmen for them earning profit is more important than ensuring development. During the time of tender process, they put immense pressure on us to award contract work to the firm of their choice,” shared one government officer. Today most of the major infrastructure projects of state including civil secretariat, assembly building, convention centre (IG Park) and new MLA hostel at Chimpu are lagging way behind the scheduled time. While some of them are being executed by firm belonging to the MLAs, others have the backing of politicians.

Chief Minister Nabam Tuki recently visited some of the above mentioned project sites and expressed deep concern over delay in execution of the projects.

Arunachal Pradesh Infrastructural Development Corporation (APIDCOL) which is the constructing agency for MLA hostel building, convention centre and Arunachal Bhawan Mumbai managed to get project even though they have miserably failed to complete allotted one on time. APIDCOL is joint venture of government of Arunachal Pradesh and Mumbai based USR group. Even though it is supposedly a joint venture, Govt. of AP has only 20%  share while major portion of share is enjoyed by USR group. APIDCOL has totally messed up Mumbai Arunachal Bhawan project. A 26,375-sq ft prime plot near the Vashi railway station in Navi Mumbai was allotted to the Arunachal government at Rs 372 per sq ft in August 1994, and the 90-year lease agreement was signed in August 1997.  USR, in turn, entered into a formal 60:40 profit-sharing arrangement with another prominent Navi Mumbai developer, Akshar, for the project.

The developers have rented out 14,000 sq ft space to private business companies. It is alleged that Arunachal Bhavan section is limited to 6,500 sq ft on the second floor of the 15-floor structure, which involves total construction of over 61,000 sq ft. Maharashtra government is planning to scrap the lease agreement stating that the agreement has been blatantly violated. Similarly APIDCOL did not able to complete MLA hostel and convention centre on time. Also they have not exhibited any kind of enthusiasm to complete the said projects at the earliest. Despite such unprofessional conduct, it is believed that many local politicians are lobbying for APIDCOL to be awarded work for the construction of various new projects in Arunachal.

The politician-contractor nexus can have catastrophic effect as both seem more interested in personal development than the welfare of state.  Government of Arunachal should show courage and stop bowing down to the pressure exerted by politicians while awarding work for the major developmental projects. Our politicians should also concentrate in framing policies and do not meddle with developmental projects.

 

 

Stop opium cultivation or face action, warns DC

YINGKIONG, Sept 10: Upper Siang Deputy Commissioner Dr. Tariq Thomas has asked the opium cultivators of the district, particularly of Mariyang, Mopom and Katan area to stop cultivation of opium.

Opium farmers usually sow opium during September and October which has prompted the DC to issue the warning.

Addressing a coordination meeting of Gaon burahs, PRI members, Govt officers and NGOs of Upper Siang district here on Sept 8, Thomas asked all Gaon Buras, PRI members to pass this message to the opium cultivators of their respective villages and warned that they should stop cultivation before the district administration and police authority take any serious decision against them as per law.

Psychiatrists Dr. Karo Tang and Dr. Patuk explained the ill effects of drug while Ote Darin DAO and N. Singh HDO spoke on alternative scheme against opium and bhang cultivation.

Bompang Tayeng Principal of Govt. HSS School Geku spoke on social impact of drug menace. Other speakers included senior citizens Tagin Litin, Bani Danngen, Akkong Libang and Tanyo Lipir.

 

 

Two arrested for killing cow

ITANAGAR, Sept 10: In a rare incident of cruelty against domestic animals, miscreants chopped off the rear legs of a cow at NH52, Sawmill area, Pasighat and took away the legs recently. There were two unborn cubs in the belly of the unfortunate cow.  

Acting on a complaint received from the owner of the cow Ojing Panggeng and ASM Deni Tamuk, the Pasighat police  arrested two persons. They were identified as Lichok Kamchak, 19, Kamchak village, Likhabali West Siang district and Sonelum Ngadong, 22, Supliyang village, Hayuliang, Anjaw District, informed Pasighat PS OC Nikon Riba.

Meanwhile, a case has been registered at Pasighat Police Station under section 103/14 U/S 429/34 IPC in this regard.

Five such cases have been registered under this PS  earlier and two incidents occurred within this month, the OC further informed.

 

 

Public demand more ATM booths in U/Subansiri

DAPORIJO, Sept 10: The people of Upper Subansiri district have been facing myriads of problems for years but most of their burning issues remained unattended even after they made several representations to the authorities concerned.

One of such problems people here have been facing is insufficient ATM booths. People have to stand in queue for more than half an hour to withdraw money from the lone ATM set up by State Bank of India. Sometimes they have to return empty handed after standing in a long queue for a long time.

“It is better and less time consuming to withdraw money directly from the bank counter than going to the ATM,” one of the costumers said out of frustration, who was standing in the middle of the 20-meter-long queue.

The people unhappy with the poor ATM facility appealed to the bank authority to set up few more ATMs in the township to minimize the rush in the lone counter.

As per rough estimation, over 500 customers from all over the district, including Army and ITBP personnel, come to the ATM everyday to withdraw money.

Besides insufficient ATM facility people here have also been suffering a lot from erratic telephone service provided by Bharat Sanchar Nigam Limited (BSNL).

“Neither any organization, students union, NGO, nor politicians, bureaucrats have ever come forward to solve these common problems. Instead, they keep themselves busy making issues out of non issue and criticizing each other’s works” said a citizen.

 

 

PRIs resent being uninformed

TEZU, Sept 10: During the Governing Body Meeting of the DRDA, the Panchayat leaders expressed their distress on not being informed on various schemes undertaken in the district. It was decided that the DRDA, Tezu will discuss with the concern Panchayat leaders in the matters relating to schemes and programmes falling under their respective panchayats for transparency and better result.

MP Ninong Ering asked the Panchayat leaders to cooperate with DRDA for proper and successful implementation of DRDA schemes in their district.

MLA Dr. Mohesh Chai and DC cum CEO Dr. Mishra also advised the Agency and line departments to strictly adhere to the guidelines and rules and regulations while implementing schemes in the district.

Chai also requested the Agency to speed up all the pending works so that the area is able to witness the development sooner.

Meanwhile, the annual Action Plan presented by the DRDA Tezu in the today was approved by the members.

PGH management resolves to provide better treatment facilities

PASIGHAT, Sept 10: “Our mission is to ensure the best and affordable healthcare to the people for which we must have good planning and strategies that can help the hospital authorities to provide better and advanced treatment facilities,” said East Siang Deputy Commissioner Nidhi Srivastava while presiding over the 8th Governing Body meeting of Hospital Management Society (HMS) of the Pasighat General Hospital (PGH) held here this afternoon.

GB meeting is an integral part of the HMS and efforts have to be made to assess, review, evaluate and suggestions / recommendations in the implementation process for better health care services. It is not a fault finding exercise but a tool to strengthening the existing system through discussions and understanding. The hospital must have an effective governing body, legally responsible for up-gradation and betterment of the hospital activities providing quality care and services to the patients, she added.

She advised the JDHS Dr. Kabang Lego and Medical Superintendent Dr. YR Darang to maintain the rhythm. She also emphasized for infusing work culture amongst the facilitators so that quality service could be realized. Considering health department as one of the most important departments, the DC instructed the medical officers and paramedical staffs to be punctual in their duty to provide effective services to the patients and also urged them to keep the hospital clean.

Srivastava suggested for regular review meeting at least twice a year to identify shortcomings and problems and to make future plans.

While suggesting the hospital authorities to provide better and advanced treatment with latest technology, the DC said the hospital not only serves the people of East Siang district but also caters the surrounding districts like West and Upper Siang, Lower Dibang Valley and neighboring Assam. Meanwhile, responding to various quarries, she assured to take up issues like procurement of power transformer and police beat office for the hospital with the appropriate authorities.

The DC also advised the medical authority to conduct surprise visits to various wards during wee hours and also to check over-charging of medicine cost to innocent people by pharmacist if any. She also asked the Municipal council and Urban Development department to keep the hospital and nearby areas clean.

Local MLA Kaling Moyong also assured to give priority on healthcare facilities. He said all efforts to provide better medical facilities to people need to be materialized in true letter and spirit.

Co-chairperson Kaling Dai (ZPC) said users’ fee is necessary for sustainability of various services being extended by the hospital authority but it should be reasonable and non-profitable.

Chief Councillor (PMC) Denong Tamuk assured to provide four moveable dustbins for the hospital and timely cleaning of biomedical waste.

JDHS Dr. K. Lego informed that the hospital is doing the best to enhance the safety and quality of health services for the benefit of patients with missionary zeal and doctors are rendering their duties sincerely but work pressures are more unlike other hospitals of the state and people should understand the facts. He further informed that many sophisticated equipments could not be operated well due to power fluctuations. He urged the DC and EE (electrical) to provide uninterrupted and stabilized power supply to the hospital on top priority.

DMO Dr. D Bagra presented a report on various schemes being implemented under NRHM. Because of the hard-work and zeal of the medical team working in the grass root level the district could control spread of malaria, dengue and JE remarkably. These improvements have come about through increased distribution and use of insecticide-treated bed-nets, preventive treatments and massive public awareness. The department had carried out huge exercise like spray/fogging in anti-malarial, dengue, JE and other vector borne diseases.

The Medical Superintendent Dr. YR Darang briefed about the detail expenditure statement, work done during the year and also highlights the future plans.

NHM contractual staffs demand regularization

ITANAGAR, Sept 10: A delegation of the National Health Mission’s Programme Management Staffs Association, Arunachal Pradesh today appealed Union Minister of State for Home Affairs Kiren Rijiju to intervene for regularization of 297 programme management staffs (non-technical) working under National Health Mission (NHM) in the state.

While submitting a two-point memorandum to Rijiju at New Delhi,  the  members of the Association appealed him to influence upon the concern authorities for regularization of 297 staffs who have been working in various categories at state, district and block programme management supporting units under NHM on contract basis since 2005-06.

“Owning to the contractual nature of the job, we have been deprived of all the benefits and opportunities availed by a regular staff while our efficiency and contribution to the programme has been undoubtedly proven over the years of our service,” the memorandum said while adding that the Central Govt in the NHM phase -2 programme had emphasized the  need to regularize  the NHM  contractual staff as a key strategy to strengthen the institutional arrangement required for efficient implementation of the  centrally funded flagship programme.

Demanding re-structuring of salaries, the memorandum further said that salaries of contractual staff have not been enhanced since 2009-10 while the prices of essential commodities are increasing day by day making the life of contractual staff miserable. With implementation of the 6th Pay Commission recommendations by the Govt, the pay scale of regular staff have become inequitably higher than the contractual staff working under NHM in the state, it said.

 

 

DC emphasizes on computerization of Arms Licenses

ROING, Sept 10: Lower Dibang Valley District Deputy Commissioner Shiv Kumar emphasized on computerization of Arms License in the district. He directed all the Circle Officers to make physical verification of the Arms License holders in their respective jurisdiction and submit the report to the DC Office within a period of one month.

Further addressing the review meeting on law and order today at his office chamber, he said that “no record of date of birth of the license holder is mentioned in the Arm License due to which problem are arising in computerization of data”.

Kumar directed the officers to collect official document showing their date of birth and  also asked the CRPF to make random checking of vehicles along NH-37 and NH-52 along with civil police and also to intensify patrolling in the Roing township area, especially night patrolling in locations where the drug users normally gather.

He also said that any kind of donation which is predominantly practice in the district in the pretext of educational tour by the students or for making drug awareness rally is banned in the district. He also asked the administrative officers to visits schools and ensure that shops located within the radius of 100 metre from the school campus should not be allowed to keep or sell any kind of tobacco products.

Superintendent of Police Rajneesh Gupta while briefing the action initiated on ILP drive informed that sector wise Beat Officers have been formed in Roing township and house to house survey are being carried out wherein the house owners as well as their tenants shall fill up the forms. He also said that for verifying the proof of permanent address/domicile of the outsiders while issuing ILP, the administration can also seek the information from SP Office instead of Police Station to do away with false documents. District level monitoring committee meeting held

ZIRO, Sept 11: The District Level Monitoring Committee meeting of Lower Subansiri district was held on September 9 at Ziro under the chairmanship of Deputy Commissioner Krishna Mohan Uppu.

During the meeting, all the head of departments presented projects status of their respective departments. Chairing the meeting, Uppu said that the tax deduction at source should be strictly followed by all the works departments for all schemes before payment for works in order to augment government revenue. He also requested all the works executing departments to obtain the NoCs from people voluntarily donating their land for construction of any government infrastructure to avoid any future legal complications.

The external services like water and electricity connection should be executed through concern departments only to ensure quality of work. He also said that negligence on the part of the officers while executing works shall not be tolerated at any cost.

While appreciating the PMGSY works, he advised all the departments to emulate the quality of work as shown in PMGSY especially by PWD.

Zilla Parishad Member, Chairperson Hage Kobing suggested that while selecting the scheme/proposal, the ZPM of the concern area need to be consulted. He further said that the co-ordination of the public and officers is equally important to make the successful implementation of the projects.

Earlier, District Planning Officer Dr. Joram Anu briefed about the objective of the meeting.

First phase of Bee keeping training launched in East Siang

RUKSIN, Sept 10: Keeping an objective to promote apiculture in order to generate self-employment avenues for local people, the East Siang District Agriculture department today launched a series of training on “Scientific rearing and management of Honey Bee”.

The first phase of the training was launched at Sille-Oyan circle office premises today. Local unemployed youths, members of woman SHGs, NGOs and the progressive farmers of the nearby villages took part in the programme.

Speaking on the occasion, Sille-Oyan ADO Meghnath Bori suggested the farmers to acquire technical knowledge of bee keeping and enhance their household economy through honey rearing along with other horticultural activities. Agriculture Field Worker Taring Talom said the rural farmers should carry out their agriculture activities with proper planning for economic gain.

Addressing the occasion, Pasighat ADO (HQ) Miram Perme urged the farmers to work hard and adopt modern technologies in agriculture and allied activities. He informed that climatic condition and lush green vegetation of the state is highly feasible for apiculture (Honey Bee rearing) and the government is putting special efforts for production of quality honey in the hilly state.

Stating that honey bee is the ‘best friend’ for rural farmers, the ADO suggested the farmers to rear honey bee for production of quality honey.

The programme was followed by a technical session.

Development Officer (DO) of Sille Sericulture Farm, Talong Tadeng imparted training on bee keeping and management to the participants as resource person during technical session. He explained on different aspects of apiculture including arrangement of honey hive (box), feeding of the honey bees, extraction of honey produces, transferring of honey queen and other technical know-how with practical demonstration. He also explained on food and medicinal value of natural honey besides its different usage in cosmetic and tobacco industries.

Tadeng informed that the bee keeping unit set up in his farm is presently producing an average of 150 to 160 kg quality honey per year which has market value of Rs 45,000. The farm has also own processing unit.

Agriculture scientists have revealed that the climatic condition of the state is favourable for rearing three honey bee species- Apis cenera (Indian Bee), Apis dorseta (Rock Bee), and Apis florae (Little Indian Bee). But Apis melifera (European Bee/ Western Bee) needs intensive care to adopt in temperate and sub-temperate zones.

The Himalayan state with sufficient forest cover has variable climatic zones and its rich flora and fauna is feasible for horticulture, floriculture, apiculture and other agro based activities. A total 55 rural farmers from Rani, Sille, Oyan, Sika Bamin, Sika Tode, and Baro-Mile villages under circle participated in the day-long training.

The department as part of its first phase programme is organizing more such training in Ruksin, Bilat, Pasighat and Mebo circle during this week. The second phase training will start from November this year.

Instruction to medical practitioners

ITANAGAR, Sep 10: The state health department has instructed all practicing physicians to strictly follow Professional Conduct Etiquette and Ethics prescribed by Medical Council of India.

The health department will initiate stringent action against those medical practitioners against whom any complaint of accepting commission and cuts, unnecessary investigation, illegal abortions, nexus with the drug companies are received, according to a release issued by the director of health services.

 

37 ILP defaulters identified

YUPIA Sept 10: Altogether 37 ILP defaulters were identified in an ILP checking drive at Sopo and Jampa under Doimukh administrative circle by CO Doimukh and CO Gumto along with police personnel, ASM and GB today.

Meanwhile, the authority has initiated necessary action against the defaulters as per the provisions of BEFR Act 1873. The drive was conducted in order to check the illegal entry of persons without valid ILP and to curb the present law and order situation. DIPRO

 

DC clarifies

ITANAGAR, Sept 10: The Capital Complex Deputy Commissioner today clarified that no taxes or revenues from market areas in the capital region are collected by him.  

The Deputy Commissioner was reacting to the news item published in a section of local dailies recently stating that the DC was collecting revenue from the traders, therefore, he should take responsibility of garbage management in market areas. Terming the allegations false, fabricated, defamatory and without an iota of truth, the Deputy Commissioner further clarified that all taxes and revenue for issue of trading licenses and its fees for renewal are deposited directly by the license holder through treasury challan under Account Head No. “0070” OAS. The prescribed fees for registration of NGOs/Societies under market area are also deposited directly to Registrar of Societies, GoAP and same procedure is also followed for depositing renewal fees of such NGOs or Societies, he added.

 

VKV teacher receives CBSE Teachers Award

ITANAGAR, Sept 10: J Guruvayya, Senior Teacher Vivekananda Kendra Vidyalaya (VKV) here was honoured with the prestigious CBSE Teachers Award for 2013 in recognition of his valuable contribution in the field of education.

Union Minister for Human Resource Development Smriti Zubin Irani presented the award to Guruvayya in a function at Manekshew Centre, New Delhi on the eve of Teachers’ Day.

Guruvayya has been serving in various VKVs of Arunachal Pradesh for the last 34 years.

ITANAGAR, Sept 10: Jigo Yego Students’ Union (JYSU) has called an indefinite “chakka bandh” from 5 am on September 14 in protest against non-fulfillment of its charter of demands in connection with the rape and murder of a woman  at Garu village and another murder case at Lower Torajan under Likabali Police station. JYSU informed that it urged the state government to give written reply of their demands within a stipulated time which expired on September 7.

Alleging police and district administration’s apathy to the recent case of rape and murder of a woman at Garu village, JYSU lamented that neither the Deputy Commissioner nor the Superintendent of Police have ever felt it necessary to visit the place to take stock of the situation.

Even, the union did not spare the local MLA for not making a curtsey visit after the rape and murder of the woman at Garu and murder of a person at Torajan.

 

AdiSU condemns vandalism

ITANAGAR, Sep 10: An emergency meeting of AdiSU was held at Pasighat to discuss the recent incident that took place at Kaying during Solung celebration.

While condemning the vandalization of  Kaying Police Station AdiSU criticized the Central Solung Festival Celebration Committee, Kaying for their inaction to safeguard the Solung sanctity.

The meeting decided to send an AdiSU team to Kaying to unzip the truth behind the incident and submit the findings for further action, if necessary.

 

IAMD appeals not to politicize

IB conversion issue

ITANAGAR, Sept 10: The Intellectual Activist Movement of Dumporijo (IAMD) has appealed all not to politicize the move of a section of people to convert the inspection bungalow at Dumporijo as the office of the MLA.

While observing the claim and counterclaims of All Tagin Youth Organization (ATYO) and Dumporijo Constituency People’s Welfare Society (DCPWS) over the issue, IAMD sought clarification from the district administration whether the move to convert the inspection bungalow into office of the MLA is legal and officially acceptable. IAMD criticized the Dumporijo ADC for remaining silent over the controversy and sought clarification from him in this regard.

Quoting PWD Dumporijo division sources IAMD claimed that neither ‘NOC’ nor official work order has been issued to carry out repairing and maintenance of the IB for MLA office.

It appealed to the local MLA and both the parties to sort out their differences amicably.

Further, IAMD requested the MLA to post a circle officer for Gusar circle as soon as possible.

Start self attestation

Dear Editor,

I recently applied passport under the Tatkal scheme at Regional Passport office, Guwahati where I was asked by the officials to self-attest the Photostat copy of the requisite document and within 15 days the passport reached my threshold, following which I assumed attestation of document is matter of past now in our state too.

Demand for enclosure of document duly attested by Gazetted Officers in Application Form for Grant of Stipend to Arunachal Pradesh Scheduled Tribe Students Studying within Arunchal Pradesh for the academic session 2014-15 is a grim move by the concerned department as students are always unwelcomed by the Officers if the purpose of our visit is for the attestation of document. One can notice “No attestation” sticker omnipresent at every Government Office these days. When I approached one Gazetted officer for attestation, he said “self attested koro naa newspaper nahi portah  hai kiya tum log ”.  

That inconsiderate Officer was unaware about the fact that said reform has not yet been implemented in “Humara Arunchal”.

According to Gazzette Notification No.K-1102/67/2012-AR, Subject: Self-Certification of Document, Dated 10th May 2013 published by Department of Administrative Reform & Public Grievances, New Delhi(GOI), it was clearly mentioned: “The second Administrative  Reforms Commission in its 12 Report  titled “Citizen centric Administration – The heart of Governance, has recommended, adoption of self-certification provision for simplifying procedures. It is kindly requested to review the existing requirement of attested copy or affidavit in various application forms in a phased manner and wherever possible make provision for self-certification of documents, after obtaining the approval of competent authority.”

So it is my earnest request to Govt of Arunachal to immediately review the existing requirements of attested copy in various application forms. It would be a convivial move if self-certification is legally allowed in the state as obtaining attested copy not only cost us money (to and fro) but also involves wastage of time of the students and the government officials.

Improve BSNL services

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention towards the poor BSNL services in Aalo Town.

People correspond through Internet, mobiles networking because it is easiest and the fastest mode of communication in the present day. It is helpful in emergency cases and urgent works as well.

However, the BSNL network of Aalo town is so poor that it is frustrating especially in emergency cases. When we call someone from Aalo we have to dial more than 20-30 times but it always says "the number you have called is not reachable at the moments. Please try after some time".

Even the messages are also not delivered on time. Sometimes it is delivered after one day and sometime not delivered at all. And ATM does not work due to network failure.

Therefore, I request the concerns authority to look into the matter seriously to so that best network service is provided to Aalo Town as soon as possible.

Let the teachers serve

Dear Editor,

Through your esteemed daily, I would like to highlight the pain and agony being faced by the SSA teachers working under Kurung Kumey District on account of frequent transfer and posting even in mid academic session.

Some of the teachers are being transferred 2-3 times per month. The SSA teaching staffs are not able to concentrate on their teaching duty properly due to rampant and frequent transfer and posting. The frequent transfers and posting is an extra financial burden for them to arrange the transportation charges from their hard earn salary as there is no provision under SSA for TA/DA.

The transfer and posting in the middle of the session also hampers the academic atmosphere of the school and the students’ concern and cause mental harassment to the working SSA teachers of the district.

Beside this, it has been seen that the monthly salary of SSA teachers are being deducted wilful and on unknown ground with amount ranging from Rs. 200/- to Rs. 1,500/- per teachers from the total of 700 SSA teachers approximately in the district.

After doing our duty smoothly and sincerely, we do not get full payment which is a curtailment of the legitimate rights of the SSA teacher.  

As per Recruitment Rule 2010 part-XXII regulation of Transfer and Posting, every teacher must serve 2 years in hard belt, 3 years in middle belt and 5 years in soft belt.

Therefore, it is high time to intervene in the matter by the concern Education head of the state government so that the faithful and sincere SSA teachers of Kurung Kumey District are not harassed on the pretext of frequent transfers and posting which ultimately hampers the education scenario of the district.

Further, the SSA teachers should be posted in their home block as per SSA guidelines in order to avoid unnecessary accommodation problems and irregularity of payment with immediate effect.  

As of now many SSA teachers are serving away from their home block in remote and inaccessible areas of Kurung Kumey District.

Calculators and APPSCCE

Dear Editor,

APPSCCE Mains examination will be held from 13th of this month, and before that i would want a clarification from APPSC whether calculators will be permitted for use in the examination.

It has been specifically mentioned in serial no. 7 of instructions in the admit card that non-programmable calculators will be allowed only for engineering subjects.

In the last mains exam, use of Non-programmable calculators were allowed for all subjects, but the confusion arose while writing the general studies paper 2 when some invigilators did not allow for its use. Repeated pleading that its use has been permitted in the instructions of admit card fell into deaf ears. Students in some other rooms were lucky where invigilators read the instructions carefully and permitted its use.

Hence, a statement may be issued from APPSC's side whether they are going to permit the use of non-programmable calculators or not. Proper instructions may be given to all the invigilators too so that there is no inconsistency in treatment. Rule should be equal for all.

Education at school

Dear Editor,

Through your esteemed daily, I would like to state that Education as a subject should be started from school level. We know that Education subject is not taught at School and it starts only at College level. In order to know the basic concept of Education subject, we have to prepare ourselves from School level.

Students getting confused in college level about the Education subject are due to lack of preparation at the school level.

Since it is not the part of the school curriculum, education subject is regarded as less important in various.

I request the concern authority to kindly pay full attention to the problems so that education as a subject can be taught from school level itself.

West Bengal in the web of Ponzi scam

The CBI on Wednesday grilled Trinamool Congress MP and owner-editor of a vernacular daily, Srinjoy Bose in connection with the multi-crore rupee Saradha chit fund scam. Bose, who is the editor of the Bengali daily Pratidin, was named by alleged scam mastermind and Saradha Group chairman Sudipta Sen in a letter he has purportedly written to the CBI in April last year. He is considered to be close aide of West Bengal Chief Minister Mamata Banerjee. It looks like CBI is nearing the door of Chief Minister’s office.

On Saturday last suspended TMC MP Kunal Ghosh raised eyebrow when he dragged name of Mamata Banerjee in the Saradha scam demanding that he and West Bengal CM be jointly interrogated in open court. CBI needs to properly investigate so that no one remains unpunished for cheating thousands of people. It is noticed that most of the cheat fund scams have all roots in West Bengal. In Arunachal too thousands of people have been duped of their hard earned money in various ponzi scams.  Police investigations shows that most of these fraudulent companies were operating out from West Bengal.  It is frightening to see names of so many Trinamool leaders coming out in related to Saradha scam. If people running government gets involve in such wrong practice, then how can people expect justice from the same government.
